The reference documents setting the grounds for the activities in the field of gambling are:

» Emergency Ordinance 69/1998 on the authorization status of activities in the field of gambling;

» Government Ordinance 36/2000, amending Emergency Ordinance 69/1998 on the authorization status of activities in the field of gambling;

» Government Decision.251/1999 on the conditions of gambling authorization, organization and operation;

» Technical Norm of Verification – General Requirements -TNV 01-2000;

» The technical norm of verification TNV 02-2002 – focuses on the technical control of machines, devices, mechanical, electrical, electromagnetic, electronic, video slot machines installations, used in gambling, hereinafter called gambling machines, subject to, according to the law, the authorization of gambling activities, marketed or operated on Romanian territory.

» The technical norm of verification TNV 03-2002 – refers to the technical control of gambling instruments such as roulettes, subject to, on a legal basis, the authorization regime of gambling activities, imported, manufactured, marketed or operated in Romania.

» The technical norm of verification TNV 04-2002 – refers to the technical control of lottery-type games, such as bingo or keno, organized in gambling rooms and / or broadcasted via television or through similar systems, where the random event consists in the drawing of numbers, letters or other symbols, regardless of the characteristics of the mechanic, electronic, digital or video components employed to generate the symbols or to draw the symbols (cups, urns, wheels or other similar devices), subject to, according to the law, the authorization requisites for gambling activities imported, manufactured, marketed or operated in Romania.
